Short answer: Yes, when the licence comes from a legitimate route. Business laptops such as the Dell Latitude 7490 at ₹22,490 shipped from the factory with an OEM Windows licence written into the motherboard firmware, so reinstalling the same Windows edition on that same machine activates automatically with no key typed. The other legitimate routes are a licence supplied through Microsoft’s refurbisher programme or a separately bought retail licence. You can verify any claim yourself in under a minute at Settings, System, Activation.

The three legitimate routes to Windows on a refurbished laptop
| Route | How it works | How you recognise it |
|---|---|---|
| Original OEM firmware licence | Dell, HP or Lenovo embedded a Windows key in the machine’s UEFI firmware at manufacture. It stays with that motherboard for the life of the device. | Reinstalling the same Windows edition activates automatically without anyone typing a key |
| Microsoft refurbisher programme licence | Microsoft runs authorised and registered refurbisher programmes that let enrolled refurbishers install genuine Windows on used PCs under a specific refurbished-PC licence. | A Microsoft refurbished-PC certificate label affixed to the machine by the refurbisher |
| Separately purchased retail licence | A full retail copy of Windows bought from Microsoft or an authorised reseller and applied to the machine. | You or the seller holds a purchase record and a product key |
Anything outside those three should be treated with suspicion — in particular the very cheap “Windows 10 or 11 activation key” listings you will see on Indian marketplaces for a few hundred rupees. Those are usually volume-licensing or grey-market keys that were never intended for individual resale, and they are the ones that stop working later.
What an OEM firmware licence actually is
Since roughly the Windows 8 era, manufacturers stopped putting a product-key sticker on the underside of the machine and started writing the key into the UEFI firmware instead, where Windows reads it during installation. Three consequences matter to a refurbished buyer:
- The key travels with the hardware, not the person. A technician wiping the drive and reinstalling Windows does not lose it — the fresh installation reads the firmware and activates itself.
- There is no sticker to fake. The old worry about a peeled-off or reprinted key label disappeared with this change.
- It only works for the edition the machine shipped with. A laptop that shipped with Windows 10 Pro auto-activates Windows 10 Pro or Windows 11 Pro; a different edition will not activate against that firmware key.
Nearly every corporate fleet laptop shipped with Windows Pro rather than Home, because IT departments need domain join, Group Policy and BitLocker.
Digital entitlement and the motherboard
Alongside the firmware key, Microsoft maintains what it calls a digital licence or digital entitlement. When a machine activates, a hardware fingerprint of that device is recorded against the licence, and on a later reinstall Windows recognises the same hardware and activates without being asked.
The motherboard is the dominant component in that fingerprint. Swap a drive, add RAM, replace a screen or a keyboard and activation is untouched. Replace the motherboard and Windows generally treats it as a different computer and asks to be reactivated.
So ordinary refurbishment work — new SSD, more RAM, new battery, new keyboard — does not disturb the licence at all. If a machine has had its motherboard replaced during repair, activation may have been reset, which is a fair thing to ask about, and one reason we check before listing as part of the 50-point quality check.
How to verify activation yourself in under a minute
Do this the day the laptop arrives, while you are still inside the return window — on any machine, from any seller.
- The main check. Open Settings, System, Activation (on Windows 10: Settings, Update and Security, Activation). You want a line stating Windows is activated, and whether that is via a digital licence linked to the hardware or a product key.
- The command-line confirmation. Open Command Prompt and run slmgr /xpr. A small window appears. “The machine is permanently activated” is what you want. A date, or a message about a grace period, means the activation is time-limited and you should ask the seller why.
- Read the firmware key directly. In PowerShell run Get-CimInstance -ClassName SoftwareLicensingService and look at OA3xOriginalProductKey. A key appearing there is positive proof of a factory OEM licence embedded in the firmware.
- Look at the machine itself. Turn it over. A Microsoft refurbished-PC certificate label, if the licence came through the refurbisher route, will be there.
- Check the edition matches. In Settings, System, About, confirm whether you have Windows Pro or Home, and that it is what the listing said.
If any check fails you have a clear factual basis to raise it with the seller immediately, rather than an argument about impressions.
What NewAsNew does, stated plainly
- Every laptop we sell is a business-series machine from Dell, HP or Lenovo that originally left the factory with an OEM Windows licence written into its firmware. That is the licensing basis for the Windows installation on the unit.
- Each unit ships with Windows installed and working, and we ask you to run the Activation check yourself as soon as it arrives.
- If the activation state on the unit you receive is not what the listing described, that falls squarely within our 7-day return policy. Tell us and we will resolve it or take the unit back — the process is set out in our returns guide.
- If you want the exact licensing and edition position on a specific unit before you order, message us on WhatsApp with the product link and we will tell you what that unit has.
- Every order carries a GST invoice in your name, which is your documentary record of what you bought and from whom.
What we will not tell you is that a refurbished laptop comes with a brand-new retail Windows licence in a box, because for a machine of this kind it does not, and any seller saying otherwise is selling you a story.
Windows 11 eligibility is a separate question
Do not confuse the two. Activation asks whether your Windows copy is licensed. Eligibility asks whether the hardware is allowed to run Windows 11 at all.
Windows 11 requires a processor on Microsoft’s supported list, which begins at 8th Generation Intel, plus TPM 2.0 and UEFI Secure Boot. Business laptops have carried TPM chips for years, and every laptop in our stock is 8th Gen or newer — from the Latitude 7490 at ₹22,490 up to the Latitude 5421 Core i7 11th Gen at ₹44,990. Our guide to 8th, 10th and 11th Gen Intel explains the cut-off in detail.
Warning signs, and who should buy new instead
Treat these as reasons to slow down:
- The seller cannot say which of the three routes applies. Vagueness here is the single strongest signal.
- Activation shows a countdown or grace period rather than permanent activation.
- The edition does not match the listing — Home where Pro was promised.
- A “lifetime Windows key” was bought separately for a few hundred rupees and applied by the seller.
- No GST invoice. Without it you have no record of what you were told you were buying.
Who should buy new instead: if you work in an organisation with a formal software-compliance audit, or handle client data under a contract specifying licensing documentation, the paperwork trail from a new purchase may simply be easier to satisfy. That is a legitimate reason to spend more, and we would rather say so than sell you something that creates a problem at your next audit.
Equally, if the question makes you uncomfortable, Ubuntu runs very well on this hardware, is free, and removes the issue entirely. A real option, not a consolation prize.
Frequently asked questions
Do refurbished laptops come with genuine Windows in India?
They can, and legitimately so, through three routes: the original OEM licence embedded in the machine’s firmware at manufacture, a licence supplied under Microsoft’s refurbisher programme, or a separately purchased retail licence. The route matters, so ask the seller which one applies. Verify it yourself on arrival at Settings, System, Activation, and use your return window if what you see does not match what you were told.
How do I check if Windows is genuine on a refurbished laptop?
Open Settings, then System, then Activation, and look for confirmation that Windows is activated and whether it uses a digital licence or a product key. Then open Command Prompt and run slmgr /xpr — you want “The machine is permanently activated” rather than any date or grace period. Do both checks on the day the laptop arrives, while you are still inside the return period.
What is an OEM Windows licence?
An OEM licence is a Windows licence supplied by the computer manufacturer with the machine rather than bought separately. On laptops made from roughly the Windows 8 era onwards, the key is written into the machine’s UEFI firmware instead of printed on a sticker, so a clean reinstall of the same Windows edition activates automatically. Under Microsoft’s OEM terms the licence stays with that device rather than transferring to another computer.
Does replacing the SSD or RAM deactivate Windows?
No. Windows activation is tied to a hardware fingerprint in which the motherboard is the dominant element, so upgrading storage, adding memory, or replacing a battery, keyboard or screen leaves activation untouched. Replacing the motherboard itself is the change that normally requires reactivation. This is why ordinary refurbishment work does not affect a machine’s licence status.
What is the Microsoft refurbisher programme?
It is a Microsoft scheme under which enrolled refurbishing companies are authorised to install genuine Windows on previously used PCs under a dedicated refurbished-PC licence, with a certificate label applied to the machine. It exists precisely so that used computers can be resold with properly licensed software. If a seller says their licences come through this route, the physical certificate label on the machine is what you check.
Will Windows deactivate later on a refurbished laptop?
Not if the licence is legitimate. A firmware-embedded OEM licence or a properly issued refurbished-PC licence does not expire. Deactivation weeks or months after purchase is the classic symptom of a cheap grey-market or volume key applied by the seller, which is why the slmgr /xpr check on day one is worth doing — permanent activation is what you want to see, not a date.
The honest bottom line
Windows licensing on refurbished laptops is not the murky area people expect. Business machines carry an OEM licence written into the motherboard firmware, it stays with the hardware through wipes and reinstalls, and you can confirm the result yourself in sixty seconds.
What separates a good seller from a bad one is whether they answer the question directly and give you a return window in which to check. Ask which of the three routes applies, run the checks on day one, keep the GST invoice, and the risk is gone. Our guide to buying without getting cheated covers the rest of the checklist, and the warranty guide sets out what is covered after the return window closes.
